  被人們譽為(wei)山東省昌樂(le)縣民營經濟領頭雁的(de)(de)樂(le)化(hua)漆業(ye)股(gu)份(fen)有限(xian)(xian)公(gong)司(si)(si),是(shi)樂(le)化(hua)集團下屬(shu)的(de)(de)一(yi)家(jia)擬上市公(gong)司(si)(si)。該公(gong)司(si)(si)擁(yong)有總資產(chan)2.1億元(yuan)(yuan),職(zhi)工(gong)(gong)(gong)800余人。多年(nian)(nian)來,樂(le)化(hua)漆業(ye)股(gu)份(fen)有限(xian)(xian)公(gong)司(si)(si)堅持以(yi)現代化(hua)的(de)(de)管(guan)理理念運作經營,注重以(yi)經濟效(xiao)益和社(she)會(hui)效(xiao)益同步增(zeng)長。在(zai)經濟效(xiao)益逐(zhu)年(nian)(nian)提高,年(nian)(nian)利稅(shui)實現3000余萬(wan)元(yuan)(yuan)的(de)(de)基礎上,公(gong)司(si)(si)積極(ji)發展(zhan)職(zhi)工(gong)(gong)(gong)保(bao)險福利事業(ye)。在(zai)為(wei)不少老職(zhi)工(gong)(gong)(gong)參加社(she)會(hui)保(bao)險多年(nian)(nian)后,今年(nian)(nian)起,又為(wei)600多名(ming)農(nong)民工(gong)(gong)(gong)辦(ban)理了(le)(le)養(yang)老、工(gong)(gong)(gong)傷、失業(ye)、醫療四項保(bao)險手續(xu),為(wei)此年(nian)(nian)增(zeng)繳社(she)會(hui)保(bao)險費(fei)150萬(wan)元(yuan)(yuan)。該企業(ye)的(de)(de)行為(wei),為(wei)全縣經濟和社(she)會(hui)保(bao)障事業(ye)的(de)(de)發展(zhan)起到了(le)(le)很(hen)好的(de)(de)示范帶動作用。
  作為(wei)民營企業(ye)(ye),山東樂(le)化漆業(ye)(ye)股份(fen)(fen)有(you)限公(gong)司(si)用工(gong)(gong)多(duo)為(wei)年(nian)輕的(de)(de)(de)農民工(gong)(gong)。由于受環境和自身素質影響,他們不(bu)(bu)僅缺少(shao)對(dui)勞動合同、社(she)會(hui)保(bao)險等(deng)法規政策的(de)(de)(de)了(le)(le)解,還普遍(bian)認(ren)為(wei):現(xian)在年(nian)輕,投(tou)不(bu)(bu)投(tou)保(bao)無所(suo)(suo)謂,只要(yao)工(gong)(gong)資高就行(xing)。按一(yi)般經營者的(de)(de)(de)觀(guan)念,既然職(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)不(bu)(bu)愿(yuan)參(can)保(bao),也就順水(shui)推舟算了(le)(le)。但是(shi)(shi),該公(gong)司(si)老總沈孝(xiao)業(ye)(ye)卻認(ren)為(wei):“不(bu)(bu)為(wei)職(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)辦理勞動合同和社(she)會(hui)保(bao)險,既是(shi)(shi)對(dui)職(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)合法權(quan)益(yi)的(de)(de)(de)侵害,對(dui)職(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)的(de)(de)(de)未來不(bu)(bu)負責任,也是(shi)(shi)對(dui)企業(ye)(ye) 的(de)(de)(de)健康(kang)發(fa)展設置障(zhang)礙(ai)。”他曾在股東大(da)會(hui)上(shang)說:“我(wo)(wo)們要(yao)正確處(chu)理好眼前利益(yi)與(yu)長(chang)遠利益(yi)的(de)(de)(de)關(guan)系,現(xian)在不(bu)(bu)為(wei)職(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)參(can)保(bao)繳(jiao)費,看似節省了(le)(le)資金,但將(jiang)來職(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)的(de)(de)(de)老有(you)所(suo)(suo)養、病有(you)所(suo)(suo)醫等(deng)問(wen)題會(hui)給我(wo)(wo)們企業(ye)(ye)帶來沉重的(de)(de)(de)包袱。從另(ling)一(yi)角度(du)說,為(wei)職(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)參(can)保(bao)繳(jiao)費,能增(zeng)強職(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)干事(shi)業(ye)(ye)的(de)(de)(de)積極性,激發(fa)企業(ye)(ye)活力,理順職(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)管理關(guan)系。再說,職(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)將(jiang)我(wo)(wo)們企業(ye)(ye)當作衣食之本,我(wo)(wo)們也得為(wei)他們負起這份(fen)(fen)責任啊!”

  采(cai)訪中,記(ji)者還(huan)了解(jie)到,對(dui)(dui)企(qi)業(ye)(ye)(ye)“強制(zhi)”職(zhi)工(gong)(gong)參加(jia)社(she)會保(bao)(bao)險(xian)的舉措,也有(you)個(ge)別人(ren)(ren)不能接受,因為(wei)(wei)參保(bao)(bao)后個(ge)人(ren)(ren)需繳納(na)部(bu)分社(she)保(bao)(bao)費,表(biao)(biao)面看收有(you)所(suo)降(jiang)低。他們竟然為(wei)(wei)此離開了該(gai)企(qi)業(ye)(ye)(ye)。沈孝業(ye)(ye)(ye)在為(wei)(wei)他們惋惜之(zhi)余(yu),堅定地表(biao)(biao)示:作為(wei)(wei)有(you)責(ze)任感的企(qi)業(ye)(ye)(ye)家,我(wo)們必須既想到職(zhi)工(gong)(gong)的現在,也考慮(lv)他們的未來。參加(jia)社(she)會保(bao)(bao)險(xian)對(dui)(dui)職(zhi)工(gong)(gong)、對(dui)(dui)企(qi)業(ye)(ye)(ye)都(dou)是有(you)好處的,無論如何,我(wo)們要堅持這么(me)做(zuo)。他還(huan)說:“作為(wei)(wei)人(ren)(ren)大代表(biao)(biao),我(wo)要建議(yi)政府,采(cai)取更(geng)強硬手段,解(jie)決好民營企(qi)業(ye)(ye)(ye)和(he)農民式參保(bao)(bao)問(wen)題,要將所(suo)有(you)類型企(qi)業(ye)(ye)(ye)、不同身份職(zhi)工(gong)(gong)都(dou)納(na)入社(she)會保(bao)(bao)障的覆蓋(gai)范(fan)圍。”
